The Pennsylvania Public Utility Commission (“PUC”) moved one step closer to granting Laser Northeast Gathering Co.(“Laser”) public utility status when PUC, 3-2, decided to reject Administrative Law Judge Susan Colwell’s recommendation to deny Laser’s application.
